The Homeowner Protection Office (HPO) is a Crown Corporation established in 1998 under the authority of the Homeowner Protection Act (Act ) to:
- strengthen consumer protection for buyers of new homes
- help bring about improvements to the quality of residential construction
- support research and education for residential construction in British Columbia, and
- provide financial assistance to qualified owners of water-damaged homes.
The HPO is responsible for:
- licensing residential builders and building envelope renovators province-wide
- administering owner builder authorizations
- monitoring the performance of the third-party home warranty insurance system underwritten by the private sector
- carrying out research and education which benefits the residential construction industry and consumers, and
- administering financial assistance programs for owners of water-damaged homes in the form of the Reconstruction Program and the Province's PST Relief Grant Program.

The HPO’s toll-free information line is open Monday through Friday from 8:30 a.m. to 4:30 p.m. Callers can obtain applications for financial assistance and builder licenses, order publications and get information about HPO programs.
