Objectifs/pôle d’intérêt/mandat/mission: 

The vision of the Ministry of Municipal Affairs and Housing is Safe and Strong Communities with abundant greenspace, economies that are thriving and prosperous, and a range of housing choices.

The Ministry consists of four divisions:

  • Business Management Division
  • Housing Division
  • Local Government and Planning Policy Division
  • Municipal Services Division

The mandate of Housing Division is:

  • To provide strategic advice, policy and legislation development for all housing and tenancy issues;
  • To negotiate housing funding with the federal government and the municipal sector;
  • Develop and manage implementation of housing programs, including meeting the key government commitments for the Canada-Ontario Affordable Housing Program Agreement; and
  • Develop policies and programs in housing that utilize housing capital as a catalyst to: new provincial partnerships, financial policies, horizontal activities that support area redevelopment for land use planning, social and economic development.

The mandate of the Local Government and Planning Policy Division is:

  • To develop policies and legislation that contribute to the development of a local government sector that has the tools to improve local service delivery, reduce costs, improve financial sustainability, enhance accountability to taxpayers and improve municipal governance;
  • To implement a partnership approach with the municipal sector;
  • To foster a consultative, co-operative relationship with municipalities, other governments, and stakeholders;
  • To develop understanding of the challenges and opportunities facing Ontario's largest municipalities;
  • To support the government's priority for strong, safer communities through the development of policies and legislation that promote a land use planning system that builds sustainable communities by effectively directing growth, preserving greenspace, and ensuring the wise management and use of resources;
  • To define the provincial interests in land use planning; and
  • To develop information, policies and frameworks that lead to greater understanding about and improved relationships with Aboriginal peoples

The Municipal Services Division (MSD) is the Ministry's primary liaison with municipalities and other municipal and building sector stakeholders.  The division:

  • Fosters productive and cooperative provincial-municipal relationships through the delivery of advisory services in the areas of local government, planning, housing, and building regulation;
  • Undertakes strategic projects and leads the Ministry's education and training program. These activities promote effective local governments, stronger, safer communities, and a strong economy;
  • Develops and administers Ontario's building regulation policy and regulatory framework with the goal of ensuring that Ontario's building regulatory system is efficient and effective, promotes building safety, improves the climate for construction and contributes to the government's goal of ensuring a reliable energy supply;
  • Has responsibility for disaster assistance, some transfer payments, and for coordinating provincial action on brownfields;
  • Provides local intelligence to MMAH and other Ministries to support the implementation of programs and identifies issues with the potential to impact provincial initiatives.

The mandate of the Business Management Division is to provide effective and efficient value-added services to our clients and controllership to Ministry processes that will enable the Ministry to successfully achieve its Results-based Plan commitments.  The Division implements and manages corporate and central agency-driven programs with a focus on maximizing their benefit to the Ministry and its agencies.  It also has responsibility for the Investigation and Enforcement Unit (IEU) and administrative responsibilities for the Landlord and Tenant Board (LTB).
