ICURR's Muniscope Service tracks down research, legislation as well as practical solutions to current municipal issues. More than a library, Muniscope offers an extensive networking service across Canada. Muniscope offers Express Research Services, collecting and summarizing the best information available so clients can focus on developing solutions to address management, funding and planning issues. The Muniscope library collection includes more than 11,000 items that address the needs of local government officials, provincial policy planners, urban and regional planners, and other professionals interested in municipal issues. The library circulates books, reports, conference proceedings, and articles in a wide range of fields: local economic development, municipal legislation, housing, environment, rural development, transportation studies and initiatives, and urban planning and regulations to its municipal members and provincial and federal funding agencies. The collection is updated on a regular basis to ensure that the most current information is made available.

The collection can be searched online by members and guests only. Guests must register.
There are 3 ways to search the library catalog: by keyword, subject (a list of available subjects is displayed for you to choose from) and author. You can also limit by geographic area and by date.
Documents are available in paper format and are mailed out across Canada to members. An acquisition list of recent additions to the library is emailed to members and is also published in the Liaison newsletter, which can be downloaded from the site.
The ICURR provides an express research service to members for a small fee in which a topic is researched for a province or for a municipality. The experiences of other jurisdictions with respect to the topic are described and summarized in a PDF document. Members can then download the document. The ICURR also publishes on a range of issues, including local economic development, alternative services delivery, development charges, local government reorganization and depopulation of Canadian communities. The site includes customized search engines that are based on Google that limit searches to Canadian municipal, regional, provincial/territorial governments and to municipal associations.
