The Homeowner Protection Office (HPO) is a Crown Corporation established in 1998 under the authority of the Homeowner Protection Act (Act ) to:

strengthen consumer protection for buyers of new homes
help bring about improvements to the quality of residential construction
support research and education for residential construction in British Columbia, and
provide financial assistance to qualified owners of water-damaged homes.

The HPO is responsible for:

licensing residential builders and building envelope renovators province-wide
administering owner builder authorizations
monitoring the performance of the third-party home warranty insurance system underwritten by the private sector
carrying out research and education which benefits the residential construction industry and consumers, and
administering financial assistance programs for owners of water-damaged homes in the form of the Reconstruction Program and the Province's PST Relief Grant Program.

The HPO’s toll-free information line is open Monday through Friday from 8:30 a.m. to 4:30 p.m. Callers can obtain applications for financial assistance and builder licenses, order publications and get information about HPO programs.
